Robert grew up in the Sweetwater area, attended Sweetwater schools, and graduated in 1967. In 1971 he graduated from the University of Texas, received his masters from the University of Virginia in 1975, and received his doctorate from the University of Texas in 1992. He also served his country faithfully for two years in the U.S. Army.

He grew up in Cub Scouts and Boy Scouts. During his tenure as a Boy Scout, he earned the rank of Star Scout under the leadership of Scoutmaster Garland Browning. From 1989 to 1991 he served as Cubmaster of Pack 146 chartered to East Ridge Elementary School in Sweetwater. For a short time in 1991 he served as Assistant Scoutmaster of Troop 140 chartered to First Presbyterian Church. After Cliff Franklin stepped down as Scoutmaster, Robert took over and is still serving as Scoutmaster today. In 1996 he joined the Executive Board of the Chisholm Trail Council. He received the Boy Scout Training Award in 1995, completed Wood Badge, and was awarded the Scoutmaster Award of Merit by the National Eagle Scout Association in 1995. He is a past Philmont Trek leader and a Brotherhood member in Kotso Lodge, Order of the Arrow.

Robert is also very active in local activities. He has served as a Trustee for Sweetwater ISD, member Board of Directors of the Chamber of Commerce, President of the Board of Directors-City/County Museum, President of the Board of Directors Rolling Plains Memorial Hospital, and Chairman of the Administrative Council at First United Methodist Church. Robert is Dean of Instruction at Texas State Technical College and has been recognized by his peers with numerous awards and citations.
