Marvin is a native of Haskell and is a graduate of Texas State Technical College. He has been employed in the farming/ranching and oilfield business since 1970.

Marvin joined the Scouting Program in 1985 as a Webelos leader in Pack 136 chartered to the Haskell Kiwanis Club. He served as Assistant Cubmaster and also as a committee member for Pack 136. In 1987 he became Assistant Scoutmaster of Troop 136 chartered to the Haskell First United Methodist Church and in 1990 he became Scoutmaster of the Troop while still assisting as a Pack Committee member. In 1988 he became a member of the District Committee of the Northern District and in 1992 he became the District Commissioner for the Double Mountain District.

He is a graduate of Akela’s Kiva, Timber Tag, Train the Trainer, Wood Badge and in 1992 received his Bachelor’ s Degree at the College Commissioner Science. He was Scouter of the Year in 1988 and was the recipient of the District Award of Merit. In 1992 he was awarded the Scoutmasters Award of Merit by NFSA. Because of his service to the Kotso lodge, Order of the Arrow, as a Vigil member and Advisor to the Camp Promotions and Unit Election Committee, he was presented the Founders Award in 1992.

Marvin has been active in civic affairs also. He worked with the Athletic and Band Booster Clubs, the Little League, and his church where he served as a youth leader for the 14 - 19 year olds. He was also commissioner for the Farmers Home and Lower Housing Authority.

He and his wife Becky, who is also an active Scouter, have two sons - Matthew and Michael who are both working on their Eagle rank.
